I have worked hands on with JSC-1A lunar regolith simulant quite a bit over the last couple of years in support of the regolith excavation challenge. I can tell you from first hand experience that equipment tested only in sand results in surprises. The regolith is not just a surface to be traversed; it is an important part of the lunar environment.
